Special Education has seen
many changes within the last year. First, the Individuals
with Disabilities Improved Education Act (IDIEA) was authorized
and closely aligned with No Child Left Behind. This development
strengthened and improved many of the law's initial components--things
like adding functional performance data into the present
levels of performance statement, goal statements that
focus on academic and funcitonal skills, etc...--and has
added items such as highly qualified teacher status, response
to intervention options, early intervening services opportunities,
and much more. The next most influential change in special
edcuation, specifically for BIA operated or affiliated
schools, is the realignment of the educational line offices
(ELOs). This has severly curtailed the technical assistance
and guidance that the BIA previously provided.
In order to help schools adjust to these changes, the
Oceti Sakowin Education Consortium
is fully capable of providing the
following services at the most competative rates. Schools
may opt to write these services through OSEC
directly into Part B funding applications or enter into
service agreements for one, multiple, or all of the services
listed and described below. |

| 1. Facilitate and assist in
development of Part B application on an annual basis: |
The Part B application: This form
determines how many special education teachers a school
may retain, whether or not a special education coordinator
can be hired, how much professional development your staff
will be provided, the types and frequency of related services
students will be eligible for, and much, much more. This
is where the bulk of a school's special education funding
comes from and is mission critical to success for students
with special needs.
OSEC has staff capable of
helping schools complete tabular formulas and assisting
in getting the most out of the narrative portion of the
Part B application. |

| 2. IEP meeting facilitation in volatile
situations |

| Sometimes Individtual Education Plan meetings
involve issues that are best facilitated through a third
party. OSEC, with
its knowledgable and experienced staff can provide those
facilitators. |
